arch-powerpc: set PACKAGE_EXTRA_ARCHS

Browse Source 
Set PACKAGE_EXTRA_ARCHS for the generic tunes ("powerpc" and
"powerpc-nf") thus allowing to use them instead of tuning to the
specific CPU.
