ref-manual/variables.rst: add SETUPTOOLS_SETUP_PATH

Add SETUPTOOLS_SETUP_PATH for setuptools3 class.

Deprecate DISTUTILS_SETUP_PATH and drop mention of ref-classes-setuptools3 as
that class has moved to new variable.
