python3-zipp: upgrade 3.20.1 -> 3.20.2

- Add a degenerate nitpick_ignore for downstream consumers. Add a 'local' comment to delineate where the skeleton ends and the downstream begins.
- Expand docs and tests for overlay.
- Remove unexpected character \ufeff
