Steve Sakoman	b444cac69e	ruby: add PACKAGECONFIG for capstone ... Autobuilder workers were non-deterministically enabling capstone depending on whether the worker had libcapstone installed. Add PACKAGECONFIG for capstone with default off, since ruby does not require capstone support.
