We've been removing PR values from recipes at upgrade time for a while. In general
anyone maintaining a binary distro would end up having to curate these themselves
so the values in OE-Core aren't really that useful anymore. In many ways it makes
sense to clear out the remaining ones (which are mostly for 'config' recipes that
are unlikely to increase in PV) and leave a clean slate for anyone implementing
a binary distro config.
References are left in meta-selftest since the tests there do involve them and
their removal upon upgrade.

Some of the packagegroups violate the allarch policy therefore the ones
which do so, should be marked as TUNE specific

This was added for supporting Anjuta, which is no longer actively
supported; in any case the anjuta-remote-run package RDEPENDS on rsync
so it will be brought in by that if that is added.

These are needed to support upgrading from task-* to packagegroup-*
within existing target images at runtime.
Note: these settings will very likely be moved out to a separate inc
file at some point in the future.

"Package group" is a much more appropriate name for these than task,
since we use the word task to describe units of work executed by
BitBake.
