Joshua Watt	2e59418325	create-spdx-3.0: Upgrade to SPDX 3.0.1 ... Upgrades the SPDX 3.0 implementation from 3.0.0 -> 3.0.1. This version introduced some breaking changes. Effectively, 3.0.0 was a pre-release version that we do not need to support any longer.
