iproute2 detects presence of iptables during building and can also
be built without it. Add PACKAGECONFIG option which allows user to
optionally leave it out, and enable it by default to keep current
recipe behavior.

This is regular release of iproute2 corresponding to the 6.8 kernel.
In addition to the usual round of documentation fixes, many
small changes to ss utility. Most of the work to have full JSON
support in traffic control (TC) is done, only a few leftovers.
Remove support fot ipt and xt in tc.

Set CONF_USR_DIR explicitly as upstream hardcodes 'lib' in it.
Fix up iproute2-ip packaging to reflect that, and fix multilib error
where the executable would end up in the main package.

An automated conversion using scripts/contrib/convert-spdx-licenses.py to
convert to use the standard SPDX license identifiers. Two recipes in meta-selftest
were not converted as they're that way specifically for testing. A change in
linux-firmware was also skipped and may need a more manual tweak.

Currently there's no easy way to override this part as it's hardcoded
into the EXTRA_OEMAKE var. This change makes it possible to manipulate
the list of subdirs in a more fine graned and future oriented manner.

The configure script has already found IPT_LIB_DIR via pkgconfig, so
the configure-cross.patch really just introduces dead and broken
fallback code.
Broken, because the SYSROOT variable does not actually get set to a
sensible value - the argument $1 passed to the configure script when
invoked from the Makefile is KERNEL_INCLUDE, which we set to
${STAGING_INCDIR} in EXTRA_OEMAKE. Obviously that directory does not
have /lib or /usr subdirectories, so we're not really helping the
fallback logic in check_ipt_lib_dir() - in fact, we're more or less
guaranteeing that we won't find those .so files.
