402e36fc2d libcap-ng: clean up recipe
This package is split into two recipes, one of the actual C library and
one for the Python bindings.

- Move common inherits into the common .inc.
- Clean up install in the python recipe
- Remove obsolete setuptools dependency
- Remove obsolete explicit .debug packaging
- Update homepage as freecode.com redirects to the top of SourceForge

05d187fec3 libcap-ng-python: depend on setuptools to obtain distutils copy
Upstream has made the needed fixes (not easy to backport), but
hasn't released a new version with them. Distutils has been
removed from the core python library in 3.12.0.

b0130fcf91 meta/meta-selftest/meta-skeleton: Update LICENSE variable to use SPDX license identifiers
An automated conversion using scripts/contrib/convert-spdx-licenses.py to
convert to use the standard SPDX license identifiers. Two recipes in meta-selftest
were not converted as they're that way specifically for testing. A change in
linux-firmware was also skipped and may need a more manual tweak.

bb6ddc3691 Convert to new override syntax
This is the result of automated script conversion:

scripts/contrib/convert-overrides.py <oe-core directory>

converting the metadata to use ":" as the override character instead of "_".

8f21b6d0d5 libcap-ng: add pthread library if header is found
If the pthread.h header is found, make sure library containing
"pthread_atfork" is added to the list of libraries against which to
link. On some hosts (e.g. openSUSE 15.1) "-lpthread" needs to be
explicitly added in order for the code to compile correctly.

We already had a workaround for this for native builds, but using some
external toolchains, we can be bit by this for the target recipe as
well.

4aef95e8d4 libcap-ng: do not use symlink to share files with libcap-ng-python
I'm not sure what's going on but having this symlink present is causing
git problems rebasing just by being present; deleting it and checking it
out again does not fix it. In any event this is not the standard way of
sharing files between recipes in the same directory - extending
FILESEXTRAPATHS is, so use that method instead.

cf1af6b384 pythonnative.bbclass, python3native.bbclass: export STAGING_INCDIR, STAGING_LIBDIR, PYTHON variables
We patch Python's distutils modules to access STAGING_INCDIR/LIBDIR, so when
they are not set, scripts that utilize distutils (e.g. python-config) fail.
Several recipes need to export those manually to prevent such failures,
so let's do that in the class instead.

PYTHON variable is exported because otherwise autotools' python.m4
macro will pick up its own internal default, which may not be the version
that we want.

glib recipe in particular was previously using Python 2.x during build due to python.m4
defaulting to it - now it's using Python 3.x, and so needs a small fix in
deletion of *.pyc files.

455ff32426 meta: more removals of redunant FILES_${PN}-dbg
In some recipes overly-split -dbg packages were merged into PN-dbg.  Unless
there's a very good reason, recipes should have a single -dev and -dbg package.

8754a006ca libcap-ng: add package 0.7.7
Pull package from meta-oe to oe-core:
meta-oe commit: bce4dba5546480c8e43c6442959ac7d0a4ef32f6

The libcap-ng library is intended to make programming with posix
capabilities much easier than the traditional libcap library.

It's not a replacement to libcap, it provides different library
(libcap-ng.so) while packages explicitly look for libcap.so. It
could be used by qemu, util-linux, libvirt, audit ...

With adding it to oe-core, the copies from following layers could
be removed:

* meta-oe, meta-selinux, meta-security-framework ...
