Updated the devtool add and devtool modify flow diagrams and
supporting text to exactly match those from the SDK manual.
Also, updated the help output generated from the devtool --help
and devtool add --help commands.

Created a new figure for devtool add flow. Added support
for it in the Makefile. The figure, as usual, needs to
reside in the figures directory in both the dev-manual and
the mega-manual.
