The code is encoding host compiler parameters into target builds. Avoid
this for our target builds. This should resolve builds which aren't
reproducible between hosts with different compilers.

Add a patch which handles the following issues:
a) Remove the \n from configure_attr.sh since it gets quoted differently depending on
whether the shell is bash or dash which can cause the test result to be incorrect.

b) Sort the order of the module lists from configure_mods.sh since otherwise
the result isn't the same leading to makefile differences.

c) Sort the Encode::Byte byte_t.fnm file output (and the makefile depends whilst
there for good measure)
This needs to go to upstream perl (not done)
d) Use bash for perl-cross configure since otherwise trnl gets set to "\n" with bash

Ubuntu has moved eglibc to /usr/lib/${arch}-linux-gnu and
/lib/${arch}-linux-gnu so we need that to be added to glibpth in
Configure.
Currently we set LD=ld in environment for recipes inheriting native
class. This overrides the LD settings in the Makefiles of perl and
it tries to link by calling ld which does not work since its using
-l<x> on commandline and ubuntu linker seems not to look into
the new location for these libraries. Its better to use gcc for linking
here anyway

PERLHOSTLIB var is used to build target perl. It let perl use the native
perl .so module files at the time of compilation of target perl.
These changes to perl make the PERLHOSTLIB variable also useful for
building perl modules to use native .so perl module.

Having one monolithic packages directory makes it hard to find things
and is generally overwhelming. This commit splits it into several
logical sections roughly based on function, recipes.txt gives more
information about the classifications used.
The opportunity is also used to switch from "packages" to "recipes"
as used in OpenEmbedded as the term "packages" can be confusing to
people and has many different meanings.
Not all recipes have been classified yet, this is just a first pass
at separating things out. Some packages are moved to meta-extras as
they're no longer actively used or maintained.
