The pkgdata test broke due to oe-core cf0fd8b which added alternatives support
to bash, so the binary is now /bin/bash.bash.
Instead of fixing the test case for this new name, use the m4 recipe instead as
it has less build dependencies.

Some variables in pkgdata files have a package-name override. When
the bare variable can not be found, try with the override-variant.
PKGSIZE is one such variable, and already had special code to handle this.
Test included.

Iterators now return views, not lists in python3. Where we need
lists, handle this explicitly.

Sometimes you do not want certain packages to be installed when
installing complementary packages, e.g. when using dev-pkgs in
IMAGE_FEATURES you may not want to install all packages from a
particular multilib. This introduces a new PACKAGE_EXCLUDE_COMPLEMENTARY
variable to allow specifying regexes to match packages to exclude.
