Whilst there is currently .pc file pkgconfig support, it was unused by the
m4 macros. This extends the support so they're used instead of the -config
scripts.

A lot of our recipes had short one-line DESCRIPTION values and no
SUMMARY value set. In this case it's much better to just set SUMMARY
since DESCRIPTION is defaulted from SUMMARY anyway and then the SUMMARY
is at least useful. I also took the opportunity to fix up a lot of the
new SUMMARY values, making them concisely explain the function of the
recipe / package where possible.

It makes sense to us the license checksum from the source .in file rather
than that from the generated file which configure can change (or remove).

OE doesn't have common-lisp neither in oe-core, nor in org.oe.dev. Stop
this package from installing clisp-related files.
