Richard Purdie	c7592b0147	oeqa: Drop OETestID ... These IDs refer to testopia which we're no longer using. We would now use the test names to definitively reference tests and the IDs can be dropped, along with their supporting code. Richard Purdie	633bd85270	oeqa/runtime/cases: Improve test dependency information ... Add the OEHasPackage decorator to a variety of tests so they determine automatically if they should run against a given image. To ensure tests can do this we need to move target operations such as scp commands into the tests and out of the class startup/teardown.
