In cross-compiles CGO_ENABLED=1 needs to be set explicitly, as otherwise
Go refuses to use it even if CC is already set.
This fixes the selftest on setups where the host and the SDK target
don't have matching architectures.

By default 'go mod' creates read-only files, but that just complicates
things. Add -modcacherw to make the cache read/write, so it can be
cleaned up without needing to chmod.

dep tool is now deprecated and its replaced with go modules so using
this as sample for testing is also getting arcane. Replace it with
another project direnv[1] which is quite active and uptodate

This adds SPDX license headers in place of the wide assortment of things
currently in our script headers. We default to GPL-2.0-only except for the
oeqa code where it was clearly submitted and marked as MIT on the most part
or some scripts which had the "or later" GPL versioning.
The patch also drops other obsolete bits of file headers where they were
encoountered such as editor modelines, obsolete maintainer information or
the phrase "All rights reserved" which is now obsolete and not required in
copyright headers (in this case its actually confusing for licensing as all
rights were not reserved).
More work is needed for OE-Core but this takes care of the bulk of the scripts
and meta/lib directories.
The top level LICENSE files are tweaked to match the new structure and the
SPDX naming.

Add a simple test case to being testing of the Go toolchain:
1) build meta-go-toolchain
2) create a temp directory and install the generated Go toolchain within
3) fetch an archive of the Go Dep tool
4) create an appropriately laid out GOROOT and inflate the dep archive there
5) build the dep command with the SDK's Go toolchain and check it returned
successfully.
