b5e80c1ccf gettext: Fix ptest failure 
msgmerge-29 is a script without execute permissions but executed as
./msgmerge-29 which results in this test failing.

It is only one test which fails on gettext/qemux86-64

2457432ad9 gettext: update 0.20.2 -> 0.21 
Drop add-with-bisonlocaledir.patch as upstream (gnulib, not bison)
now determines the directory from datadir.
