We already exclude Makefile, makefile, and makefile.old from copy of the
perl source tree that is used by perl-ptest, but Makefile.old is not
being excluded. In a rebuild of perl with an existing source tree these
files now exist but have build paths in. As they're backup files, they
can just be excluded from the packages.
Use range globs to clean up the expressions, and exclude Makefile.old.

Fixes a few reproducibility issues in the perl ptest package:
1) config.log has a lot of paths encoded in it. This file is
unnecessary for ptest, so it is omitted from the package
2) Makefile.config has a lot of paths encoded in it. This file should
be fixed up using the same rules as several other files that are in
the package
3) Paths in DEBUG_PREFIX_MAP are not being correctly removed from files
because DEBUG_PREFIX_MAP is now several command line arguments.
Instead of requiring an exact match for all arguments, remove any
matching argument.

Improve reproducibility: Remove all build host references from
distributed files.
Do not package non-linux OS related files.
Also remove some additional files not needed by run-ptest. (There are
probably still more files that can be removed, but as long as they
don't leak build host references they are harmless).
Fix the expected checksum of MakeMaker/lib/ExtUtils/Liblist/Kid.pm
to match the one expected: We modified the file, but did not
recalculate/update the file checksum accordingly.
(This fixes the only failing test.)

Configuration changes,
Simple changes was made to bump version and api version, related to
floating point handling now the configuration needs the inf, mantisa
and nan bytes.
The new version comes with the support of API calls like memmem and
{new,free,use}locale also structure for handle siginfo supported by
glibc and musl.
Finally use64bit{int, all} was disable because the previous
configure_args don't come with them and cases some tests to fail
related to bignum's and shared memory respectively. This doesn't
means that perl couldn't use 64-bit data types, it means that don't
stores by default into a 64 bit that is good for embedded space
purposes.
Modules changes,
Some core modules are now deprecated in order to use the core ones
like version-vpp and version-regex inside module-extutils-makemaker.

With tar version 1.29, the tar call used to copy the ptest files will
not work anymore. While the call did not match the man page (but worked)
before, anyway, the latest update of tar seems to have a more strict argument
handling.
With the current version of the tar call, the copying of files still
works with latest tar version, but the excludes will not be handled
properly anymore.
This results in having binaries compiled with host GCC in the package.
When doing the strip_and_split files in do_package() with the target
objcopy, bitbake will fail with this error:
ERROR: objcopy failed with exit code 256 (cmd was [...])
[...]
File format not recognized
Thus, the current argument issues and required changes are:
* Options must be placed _before_ the pathnames.
* --exclude must be followd by a '=' in order to work properly
* 'f' options is for providing an archive file, which is unnecessary in
this case
Note that this could also be a candidate for backporting.

The perl patches have been copied to ptest directory and these patches in
target rootfs are linked to build dir. The ptest of perl doesn't need these
patches, so remove them from target.

BitBake has the exact same code as oe.utils.contains so there's no
reason to duplicate it. We now rely on the bb.utils.contains code for
metadata.

When ptest is not enabled, the populate_packages_prepend function runs
wheter ptest is enabled or not. This causes ptest packages to get in the
dependencies list when ptest is not enabled.
