This is the result of automated script conversion: scripts/contrib/convert-overrides.py <oe-core directory> converting the metadata to use ":" as the override character instead of "_". Since there may be recipes that depend on libnuma, even though the hardware doesn't support numa, remove the COMPATIBLE_HOST restrictions. This is a direct copy of numactl from meta-openembedded. numactl is being moved to oe-core since the latest versions of rt-tests(which is in oe-core) require libnuma.
