libdw: Add dwarf_language and dwarf_language_lower_bound functions.

libdwfl_stacktrace: Experimental new library interface for unwinding
stack samples into call chains, and tracking and
caching Elf data for multiple processes, building
on libdwfl. Initially supports perf_events stack
sample data.
libelf: elf_scnshndx has been rewritten to be more robust, particularily
for ELF files with more than 64K sections.
readelf: Improved handling of corrupt ELF data.
--section-headers output now includes a "Key to Flags" explaining
section flag meanings.

Drop 0001-ppc_initreg.c-Incliude-asm-ptrace.h-for-pt_regs-defi.patch
Drop 0001-musl-obstack-fts.patch
(upstream has fixed the issues).
Drop a few other chunks where upstream has fixed the issues
or removed the code being patched.
Adjust ptests to pass again.

Changes to improve the way ptest runs:
a) Use the standalone test mode which allows the tests to be run in their
'installled' locations on target (but not any of the standalone build pieces)
b) We want to use the binaries from their installed locations so the run-subr
script needs tweaking to run them like that. The rpath conditional isn't
enough since we want the second entry in the case statement.
c) Add an oecheck make target which we can use to build the test binaries we need
d) Add missing -ptest package dependencies (needs coreutils, ${PN}, ${PN}-binutils, make)
e) Don't add RPATH to the test binaries, we don't need that
f) Add some extra parameters to the make command to ensure tests run correctly
