bb6ddc3691 Convert to new override syntax 
This is the result of automated script conversion:

scripts/contrib/convert-overrides.py <oe-core directory>

converting the metadata to use ":" as the override character instead of "_".

819e7cba3c python3-packaging: upgrade 20.9 -> 21.0 
21.0 - 2021-07-03

packaging is now only compatible with Python 3.6 and above.
Add support for zip files in parse_sdist_filename (:issue:`429`)
