Scott Rifenbark c19e706b2c dev-manual: Added new section for creating NPM packages ...

Fixes [YOCTO #10098]

This is a new section in the development tasks manual that describes
how to create Node Package Manager (NPM) packages.  I put the
section in the "Working with Packages" section.
