Dongxiao Xu d92a3c09f3 libpcap: Upgraded to version 1.1.1 ...

Remove config-fixes.patch and ldflags.patch since the change is already in the
latest version
Remove shared.patch since it is not being used.
Rebase aclocal.patch according to the latest package version
Also contains Metadata fix
