Nathan Rossi 09bc7331a4 tclibc-baremetal.inc: Remove BASEDEPENDS on compilerlibs ...

Without a libc the gcc-runtime provider of compilerlibs does not
compile. As such avoid the default dependence on the
virtual/${TARGET_PREFIX}compilerlibs provider.
