Chen Qi 48894789ca diffutils & diffstat: fix up EXTRA_OECONF ...

The following line is meant to be in diffutils but it was added to
diffstat by accident. The commit message which introduced this line
says that it's for diffutils.

     EXTRA_OECONF += "--without-libsigsegv-prefix"

This patch fixes this problem.
