Trevor Gamblin 0c3818be26 cmake: upgrade 3.27.7 -> 3.28.3 ...

The patch 0001-CMakeLists.txt-disable-USE_NGHTTP2.patch had to be
adjusted to apply cleanly on top of the new source version.
