Joe Slater 939fce4d98 qemu: define PACKAGECONFIG[] for ssh2 ...

qemu configure will search for libssh2 if we do not enable or
disable it's use, resulting in non-deterministic builds.  We
define PACKAGECONFIG[] to avoid this.
