Pick the only commit in release 1.8.1.2. This release has a note for this CVE which was added by this commit. Drop change in VERSION file (as we're not upgrading). Resolve minor conflicts in CHANGES and test.sh. Since we're not running tests, it's not worth to pick next commit from 1.8.1.3 which is fixing test on non-bash shell systems.
