meta/conf/distro/include/tclibc-glibc.inc weakly assigns PREFERRED_PROVIDER for virtual/libc-locale to glibc-locale, but allows adjusting it if needed. Hence, bash should not depend on glibc-locale directly, but instead use this virtual/libc-locale variable.
