Chen Qi 39e21d1fe5 pciutils: upgrade to 3.3.0 ...

lib-build-fix.patch is removed as it doesn't seem useful.
do_compile_prepend is removed because it's not useful for the new version.
The following line is removed as I don't see any problem without it.
