Kang Kai 3ceeebe54c libxml-sax-perl: added to create LSB olver test report ...

libxml-sax-perl is need to create LSB olver test report,
so import it and its dependecy libxml-namespacesupport-perl from oe.
Add LICENSE and reset PR.
