Kai Kang 302a039cda strace: add configure options libaio and acl ...

Add strace configure options libaio and acl to enable or disable build
with them. Then PACKAGECONFIG can be used to handle dependency.

Set "libaio" as a default feature of PACKAGECONFIG.
