Richard Tollerton 4f597a81f3 busybox: enable tar -m ...

CONFIG_FEATURE_TAR_NOPRESERVE_TIME=y is needed for the commit
"udev-cache: strip timestamps on extract". Enabling this flag increases
the size of busybox by 0 bytes on x86.
