Ross Burton 55db8777c2 base.bbclass: fix CLEANBROKEN logic 
The evalation order was incorrect in some situations (CLEANBROKEN=1 and
GNUmakefile exists) the clean would be executed incorrectly.

Add brackets to correct the logic.
