Hetvi Thakar 56161d9fc4 wget: Fix CVE-2026-58472 ...

Apply the upstream fix referenced in [2] using the commit
listed in [1].
Also include the upstream follow-up commit [3], which fixes
encoded entity length handling and adds regression tests.
