Scott Rifenbark 5fa73c1392 ref-manual: Removed DISTRO_FEATURES_LIBC variable ...

Took this out of the glossary.  After eglibc was merged
into glibc, Kconfig support was also dropped so
these libc features therefore are not effective anymore
and can be removed.
