Andre McCurdy 654cbd4cc8 systemd: use consistent approach for musl PACKAGECONFIG options ...

Consistently use PACKAGECONFIG_remove_libc-musl to disable options
which are not compatible with musl.

Also sort the default PACKAGECONFIG list.
