Scott Rifenbark 683b359216 ref-manual: Updated SIGGEN_EXCLUDE_SAFE_RECIPE_DEPS variable ...

For commit 8608810da1c91116415dc568b2a1a929c923c629, the
special token (*) addition did not apply to the rocko release.
I have taken that out of the variable description.
