Dan McGregor 6a41dd1bd1 gcc-sanitizers: fix licensing ...

The sanitizer runtime library is dual-licensed under the NCSA
and MIT licenses.

Also make nativesdk-gcc-sanitizers use SDKGCCVERSION by default
instead of GCCVERSION
