Ed Bartosh 71fdc64b8a devtool: make 2 functions public

Moved standard.py:_parse_recipe -> __init__.py:parse_recipe and
      standard.py:_get_recipe_file ->  __init__.py:get_recipe_file
to be able to call them from other modules.
