Updated the CFLAGS and TARGET_CFLAGS variables.

Created these new variables:

 BUILD_CFLAGS
 BUILDSDK_CFLAGS
 CXXFLAGS
 TARGET_CXXFLAGS
 BUILD_CXXFLAGS
 BUILD_SDKFLAGS
 CPPFLAGS
 TARGET_CPPFLAGS
 BUILD_CPPFLAGS
 BUILDSDK_CPPFLAGS
