Alex Kiernan 8089cefed8 systemd: Add PACKAGECONFIG for sysvinit 
Add sysvinit PACKAGECONFIG which disables all sysvinit handling in
systemd if it isn't present.

Consolidate sysvinit handling so that when it's disabled we exclude all
sysvinit features.
