Constantin Musca 8aa508970a prserv: change PRSERV_HOST semantics ...

- remove PRSERV_PORT variable
- use 'hostname:port' as PRSERV_HOST format
- remove USE_PR_SERV variable
- one can activate PRS by setting PRSERV_HOST
