Constantin Musca 94516ced8d package.bbclass: don't prepend MLPREFIX to LOCALEBASEPN ...

- all the recipes that overwrite LOCALEBASEPN must consider
also the MLPREFIX
- if the LOCALEBASEPN variable is not overwritten then it will
have the correct prefix (LOCALEBASEPN ??= "${PN}")
