Kai Kang 94918d5c58 sstatetests.py: reset TCLIBCAPPEND ...

It appends TCLIBCAPPEND to TMPDIR in meta/conf/distro/defaultsetup.conf:

  TMPDIR .= "${TCLIBCAPPEND}"

It affects some oe selftest cases in sstatetests.py. Reset TCLIBCAPPEND
for these cases.
