Richard Purdie 9ea9c136fe webkitgtk: upgrade 2.28.2 -> 2.28.3 ...

This is a bug fix release in the stable 2.28 series.

- Enable kinetic scrolling with async scrolling.
- Fix web process hangs on large GitHub pages.
- Bubblewrap sandbox should not attempt to bind empty paths.
- Fix threading issues in the media player.
- Fix several crashes and rendering issues.

Remove CVE-2020-13753.patch since fix is included in 2.28.3
