Ross Burton 813047a9a1 pax-utils: update SRC_URI ...

The gentoo.osuosl.org mirror doesn't store all versions of pax-utils, so use the
maintainers own mirror which stores them all.

This also means we can remove UPSTREAM_CHECK_URI as the defaults work now.
