Armin Kuster 9de1159b0c nspr: update to 4.18 ...

NSPR 4.18 contains the following changes:
- removed HP-UX DCE threads support
- improvements for the Windows implementation of PR_SetCurrentThreadName
- fixes for the Windows implementation of TCP Fast Open
