Martin Lund d49bfa2eae mtd-utils: Add mtd-utils-tests package ...

Add mtd-utils-tests package which includes the test suites mtd-tests,
ubi-tests, fs-tests, etc.

These test suites are useful for verifying flash features or stress
testing.
