Scott Rifenbark d4fc8cf7ae ref-manual: Updated "do_fetch" to have a link to "Fetchers" ...

Fixes [YOCTO #10098]

This task needed to cross-reference the "Fetchers" section,
which is in the BitBake User Manual.
