Ross Burton 4dcd34d532 gdk-pixbuf: add tests PACKAGECONFIG ...

Convert the installed-tests toggle from simply respecting PTEST_ENABLED
to a PACKAGECONFIG, so that it can be turned on/off in the usual manner.
