Mark Hatle d9cdeac6d7 populate_sdk: Fix TOOLCHAIN_TARGET_TASK_ATTEMPTONLY implementation ...

The variable was only partially implemented, and the part that was there
was named incorrectly to, missing the 'TASK' piece.
